Dual Marking: Requirements and rules

Basic obligations

The labels must show the two prices in the same font, but there is no requirement as to which is the leading price - the one in euro or in euro. All traders who offer goods and services to consumers are obliged to display prices in both levs and euros.

Technical requirements:

  • Prices in both currencies must be displayed in close proximity
  • Use the same font size, type and colour
  • Clear, legible and unambiguous labelling
  • Mandatory inclusion of currency designations (BGN and €/EUR)

The conversion is carried out according to strictly regulated rules - the amount in BGN is divided by the official exchange rate 1,95583, without rounding during the calculation. The resulting amount in euros is rounded to the second decimal place using the standard mathematical method or: under 5 - no change, 5 or more - up.

Grace period and penalties

Retailers are given a two-month grace period to bring their cash register software and systems into compliance. Until 8 October 2025, merchants will not receive fines for non-compliance.

Protecting consumers and preventing profiteering

  • firstly, citizens should not be financially disadvantaged when prices are revalued;
  • second, any increase in the consumer's final cost must have an argument;

Against this backdrop, the Consumer Protection Commission (CPC), the Competition Protection Commission (CPC), the NRA, the FSC and the Ministry of Interior have launched coordinated inspections and communication to prevent unfair trade practices and speculative price increases. The chairmen of the CPC and CPC said they would not allow the "euro" to be used as an excuse for unjustified price hikes, and would use all legal mechanisms to protect consumers.

During the periods of transition (double marking and double circulation) you can use the special channels for reporting infringements - the CPC mobile app, the website of "For the Euro in Bulgaria" or the CPC regional inspectorates. What's next for consumers in steps:

  • Payments: Until 31 January 2026, you can pay in shops with levs or euros. After that, only in euros.
  • Prices: You will see values in both currencies on labels, menus and websites. This allows you to see how much an item costs in BGN (at the fixed exchange rate) and choose the currency in which to pay.
  • Resto: In the January 2026 market, if you pay with levs, you will receive your change in euros. As a rule, change is returned in euros during parallel circulation; however, there are exceptions (e.g., when euro cash is not available).
  • Exchange: If you have levs after the end of January 2026, you can safely exchange them into euros. The BNB will exchange for free and without limit; banks' and post offices' practices vary - many institutions offer free exchange in the first ~6 months, but this is not a universal rule.
  • Account Money: Bank accounts in BGN are automatically converted to EUR at the fixed rate. After 1 January 2026, all withdrawals/deposits will be made in euros without additional charges
